The teaching in one sentence
A person with twenty qualities — doing the ten unskillful acts and encouraging others to do them — is placed in hell as if delivered there; a person doing the ten skillful acts and encouraging others to do them is placed in heaven as if delivered there.
Doubling by addition, not repetition
The twenty qualities are not simply the same ten acts counted twice; each of the original ten unskillful acts gains a paired encouragement-item (encouraging others to kill, encouraging others to steal, and so on through all ten), doubling the count while keeping the underlying content clearly traceable back to the original ten.
A social dimension added to purely personal conduct
Where AN 10.221 concerned only what a person themselves does, this discourse extends the same standard outward — one becomes responsible not only for one's own unskillful acts but for actively encouraging others into the same acts, a social multiplier on personal kammic responsibility.

They use speech that’s false, backbiting, harsh, or nonsensical. They’re covetous, malicious, with wrong view. And they encourage others to do these things. Someone with these twenty qualities is placed in hell as if delivered there. Someone with twenty qualities is placed in heaven as if delivered there. What twenty? They don’t kill living creatures, steal, or commit sexual misconduct. They don’t use speech that’s false, backbiting, harsh, or nonsensical. They’re contented, kind-hearted, with right view. And they encourage others to do these things. Someone with these twenty qualities is placed in heaven as if delivered there.”
