The teaching in one sentence
A person with forty qualities — doing the ten unskillful acts, encouraging others, approving, and praising them — is placed in hell as if delivered there; the mirrored forty skillful qualities lead to heaven.
The fourth and final mode: active public endorsement
Vaṇṇaṁ bhāsati, “speaks in praise,” completes a progression from private conduct (doing) through active recruitment (encouraging) and quiet endorsement (approving) to public, vocal advocacy — the most socially visible and arguably most consequential of the four modes.
Forty qualities, the ceiling of this base statement
This discourse closes the four-step escalation opened at AN 10.221; the chapter's remaining twelve discourses (10.225–236) will run the identical four-step escalation three more times, each time starting fresh from a different base statement rather than continuing to climb past forty.
A closing act of the same shape as the others
As with each earlier step, nothing about the ten underlying acts themselves changes here — only the mode of relating to them, now completed with the fourth and final addition before the whole four-part cycle begins again with a new base statement.

§1“Someone with forty qualities is placed in hell as if delivered there. What forty? They kill living creatures, steal, and commit sexual misconduct. They use speech that’s false, backbiting, harsh, or nonsensical. They’re covetous, malicious, with wrong view. They encourage others to do these things. They approve of these things. And they praise these things. Someone with these forty qualities is placed in hell as if delivered there. Someone with forty qualities is placed in heaven as if delivered there. What forty? They don’t kill living creatures, steal, or commit sexual misconduct. They don’t use speech that’s false, backbiting, harsh, or nonsensical. They’re contented, kind-hearted, with right view. They encourage others to do these things. They approve of these things. And they praise these things. Someone with these forty qualities is placed in heaven as if delivered there.”
