Why this discourse

The identical claim as SN 45.14 — the eightfold path's own eight factors do not arise to be developed and cultivated — but tied to a different condition: not a Buddha's own appearance in the world, but “the Holy One's training” (sugatavinaya) specifically, confirmed by direct comparison to be a genuinely distinct claim, not a restatement of SN 45.14's own.

Reading guide

One variable changed, not the whole claim restated

“Apart from the Holy One's training” replaces SN 45.14's own “except when a Realized One... has appeared” as the sole condition changed — confirmed by reading both discourses side by side, everything else (the eight factors named, “arise to be developed and cultivated”) stays identical.

A teacher's appearance versus a teaching's own structure

SN 45.14 locates the condition in a historical event (a Buddha appearing); this discourse locates it instead in an institution or system (the training itself) — a meaningful shift in where the eightfold path's own dependency is said to lie, from a person to a structured practice.

Key terms

na... uppajjanti aññatra sugatavinayā — “these eight things don't arise... apart from the Holy One's training” — this discourse's own central claim, changed from SN 45.14's own
sugatavinayā — “the Holy One's training” — the specific condition this discourse names, distinct from SN 45.14's own "a Buddha has appeared"
bhāvitā bahulīkatā — “developed and cultivated” — identical wording to SN 45.14's own, confirming only the condition itself has changed
ariyo aṭṭhaṅgiko maggo — the eightfold path's own eight factors, named in full exactly as in SN 45.14
sugata — “the Holy One” — an epithet for the Buddha used here in a specifically structural sense, naming his own training system rather than his own historical appearance

The text

The complete discourse. Translation: Bhikkhu Sujato (CC0, SuttaCentral).

§1At Sāvatthī. “Mendicants, these eight things don’t arise to be developed and cultivated apart from the Holy One’s training. What eight? They are: right view, right purpose, right speech, right action, right livelihood, right effort, right mindfulness, and right immersion. These are the eight things that don’t arise to be developed and cultivated apart from the Holy One’s training.”
