The Fragrant Water Oceans, Their Rivers, and the Land Between
Samantabhadra continues down into the ground of the Flower-Treasury World-System just described: ineffable numbers of fragrant water oceans fill it, each ringed by rivers that circle it to the right, and each river bordered by jeweled land where trees, flowers, and maṇi jewels manifest every buddha's own conduct and every living being's karmic history.
The Fragrant Water Oceans
At that time, Samantabhadra Bodhisattva further addressed the great assembly, saying: "Buddha's children! Within this world-ocean's great ground, there are fragrant water oceans as numerous as the fine motes of dust in ineffable buddha-lands. Every wondrous jewel adorns their floor; wondrous fragrant maṇi adorns their shores; the sovereign maṇi jewel of Vairocana forms their net. The fragrant water is radiant and clear, endowed with the color of every jewel, filling them entirely; every kind of jeweled flower whirls and spreads upon its surface; fine sandalwood powder settles and clears at its bottom; it proclaims the Buddha's own speech and voice, and emits jeweled light; boundless bodhisattvas hold every kind of canopy, manifesting the power of spiritual transmutation. The adornment possessed by every world is entirely manifest within it. Ten jeweled stairways are arrayed in ranks; ten jeweled balustrades encircle it all around; puṇḍarīka flowers adorned with every jewel, as numerous as the fine motes of dust in four continents, bloom and flourish within the water; ineffable hundreds of thousands of millions of nayutas of ten-jeweled precept-banners; banners of every jeweled garment, bell, and net, as numerous as the sands of the Ganges; pavilions of jeweled flowers of boundless form and color, as numerous as the sands of the Ganges; hundreds of thousands of millions of nayutas of ten-jeweled lotus-flower cities; forests of every jewel's trees, as numerous as the fine motes of dust in four continents — jeweled flame maṇi forming their net; sandalwood fragrances as numerous as the sands of the Ganges, and maṇi of light and flame proclaiming the speech of every buddha; ineffable hundreds of thousands of millions of nayutas of walls of every jewel, all together encircling it, adorning it completely all around."
At that time, Samantabhadra Bodhisattva, wishing to proclaim this meaning once more, sustained by the Buddha's spiritual power, contemplated the ten directions, and spoke a verse, saying:
"Within this world, upon the great ground, there are fragrant water oceans adorned with maṇi,
pure and wondrous jewels spread across their floor, abiding securely upon vajra, unable to be destroyed.
Fragrant treasury maṇi piled up forms their shores, the sun's own flaming pearl-wheel spread like clouds,
lotus flowers and wondrous jewels forming their necklaces, adorned in every place, pure and free of defilement.
Fragrant water settles clear, endowed with every color, jeweled flowers whirling and spreading, emitting light,
universally shaking forth a voice heard far and near, proclaiming the wondrous Dharma through the Buddha's own majestic spirit.
Their stairways, adorned and complete with every jewel, further ornamented and interspersed with maṇi,
their encircling balustrades entirely formed of jewels, lotus flowers and pearl nets spread like clouds.
Maṇi jeweled trees arrayed in rows, their flowers and pistils blooming in splendor, their light brilliant,
every kind of music forever competing to play, the Buddha's power of spiritual transmutation causing it to be thus.
Every kind of wondrous jewel's puṇḍarīka flower, spread and adorning the fragrant water ocean,
their fragrant flame and light never ceasing for a moment, vast and full, filling everything completely.
Bright pearls and jeweled banners forever blazing, wondrous garments hanging draped as their ornament,
maṇi bells and nets proclaiming the voice of the Dharma, causing whoever hears it to hasten toward the Buddha's wisdom.
Wondrous jewels and lotus flowers form their city walls, adorned and polished bright with every colored maṇi,
true pearls' cloud-shadows spread across their four corners — thus is the fragrant water ocean adorned.
Walls encircling all around them completely, pavilions facing one another, arrayed above them,
immeasurable light forever blazing, every kind of adornment upon a pure ocean.
Vairocana, in ages past, adorned and purified every kind of land-ocean,
and such vastness, without any bound, is entirely the Tathāgata's own sovereign power."
The Rivers That Circle Them
At that time, Samantabhadra Bodhisattva further addressed the great assembly, saying: "Buddha's children! Each and every fragrant water ocean has fragrant water rivers, as numerous as the fine motes of dust in four continents, circling it to the right. All of them have vajra for their shores, adorned with pure light maṇi, constantly manifesting clouds of light of every buddha's jeweled color, and every voice possessed by every living being. Wherever these rivers eddy and whirl, every kind of form that every buddha's cultivated causal conduct has taken emerges entirely from within them. Maṇi forms their net, and every jeweled bell and chime; the adornment possessed by every world-ocean is entirely manifest within it. A cloud of maṇi jewels covers over them, and that cloud universally manifests the transformation-buddhas of Vairocana of the Flower-Treasury World throughout the ten directions, and the deeds of every buddha's spiritual transmutation; it further sends forth a wondrous voice, extolling the name of every buddha and bodhisattva of the three periods of time. Within that fragrant water, clouds of light of every jeweled flame constantly emerge, continuing without interruption. Were it to be stated fully, each and every river would have adornments as numerous as the fine motes of dust in a world-ocean."
At that time, Samantabhadra Bodhisattva, wishing to proclaim this meaning once more, sustained by the Buddha's spiritual power, contemplated the ten directions, and spoke a verse, saying:
"Pure fragrance flows and fills the great rivers, vajra and wondrous jewels forming their shores,
jeweled dust forming a wheel spread across their bed, every kind of ornament excellent and fine.
Jeweled stairways arrayed in rows, wondrously adorned, their balustrades circling all around, entirely beautiful,
true pearls forming their treasury, every kind of flower ornamenting them, every kind of tasseled garland hanging draped down.
Fragrant water, jeweled light, pure in color, forever sending forth maṇi, competing to flow swiftly,
every flower moving and swaying along with the waves, all of them playing music and proclaiming the wondrous Dharma.
Fine sandalwood powder settling as sediment, every wondrous jewel likewise eddying and whirling together,
the fragrant treasury's mist spread throughout, sending forth flame and streaming fragrance, pervading everywhere.
Within the rivers, every kind of wondrous jewel is born, all emitting light, their color blazing,
their light spreading shadows forming daises and thrones, flower-canopies and pearl necklaces fully complete.
Within the sovereign maṇi, the Buddha's body is manifest, its light universally illumining every land of the ten directions,
forming, through this, a wheel adorning the ground, the fragrant water radiant and clear, forever full and complete.
Maṇi forms their net, gold forms their chimes, covering the fragrant rivers everywhere, proclaiming the Buddha's voice,
fully expounding every path to bodhi, together with Samantabhadra's own wondrous conduct.
The jeweled shores' maṇi, utterly pure, forever sending forth the voice of the Tathāgata's own original vow,
the conduct of every buddha in ages past — that voice universally proclaims it, causing all to see it.
Wherever these rivers eddy and flow, bodhisattvas, like clouds, forever leap forth,
going entirely to vast lands, reaching even the whole Dharma-realm, filling it completely.
Pure sovereign pearls spread like clouds, covering every fragrant river entirely,
those pearls equal to the mark between the Buddha's own brows, brilliantly revealing the reflected image of every buddha."
Notice what the rivers are said to be made of, functionally rather than materially: wherever they eddy, "every kind of form that every buddha's cultivated causal conduct has taken emerges entirely from within them." The geography is doing the work usually done by narrative — a river's whirlpool is not simply water in motion but the visible trace of accumulated practice across countless buddhas, exactly as a real river's course is the visible trace of accumulated erosion. Nothing in this cosmology is inert scenery; every physical feature encodes a causal history.
The Land Between the Rivers
At that time, Samantabhadra Bodhisattva further addressed the great assembly, saying: "Buddha's children! The land lying between these fragrant water rivers is entirely adorned with every kind of wondrous jewel, each and every kind as numerous as the fine motes of dust in four continents; puṇḍarīka flowers adorned with every jewel fill it completely all around, each as numerous as the fine motes of dust in four continents; forests of every jewel's trees are arrayed in ranks one after another, and within each and every tree a cloud of every adornment constantly emerges, sovereign maṇi jewels shining brightly among them, every kind of flower and fragrance filling every place; those trees further send forth a subtle, wondrous voice, telling of every great vow that every Tathāgata has cultivated across every kalpa; further scattering every kind of sovereign maṇi jewel, filling that land completely — that is to say: the sovereign maṇi jewel of the lotus-flower wheel, the sovereign maṇi jewel of the fragrant flame's cloud of light, the sovereign maṇi jewel of every kind of ornament, the sovereign maṇi jewel manifesting inconceivable colors of adornment, the sovereign maṇi jewel of the sun's bright light's treasury of garments, the sovereign maṇi jewel pervading the ten directions and universally spreading a cloud-net of light, the sovereign maṇi jewel manifesting the spiritual transformation of every buddha, the sovereign maṇi jewel manifesting the ocean of karmic recompense of every living being... Such as these, there are as many as the fine motes of dust in a world-ocean. The land lying between these fragrant water rivers is each and every one entirely endowed with adornment such as this."
At that time, Samantabhadra Bodhisattva, wishing to proclaim this meaning once more, sustained by the Buddha's spiritual power, contemplated the ten directions, and spoke a verse, saying:
"Its ground is level and utterly pure, true gold and maṇi together ornamenting it,
every tree arrayed in rows, shading it, their trunks rising and branches drooping, their flowers like clouds.
Their branches adorned with wondrous jewels, flower and flame forming a wheel, their light shining in every direction,
maṇi forming their fruit, spread like clouds, universally causing it to be constantly beheld throughout the ten directions.
Maṇi spread across the ground, filling it entirely, every flower and jeweled dust ornamenting it together,
and further, maṇi forms palaces, entirely manifesting the reflected images of every living being.
The sovereign maṇi of every buddha's reflected image, universally scattered across the ground without exception,
shining brilliantly thus throughout the ten directions, the buddha beheld within each and every mote of dust.
Wondrous jewels, well adorned and distributed, true pearls and lamp-nets interspersed with one another,
maṇi wheels present in every single place, each and every one manifesting the Buddha's own spiritual transmutation.
Every jewel's adornment emitting great light, and within that light every transformation-buddha universally manifest,
each and every one journeying everywhere without exception, universally expounding through the ten powers.
Maṇi's wondrous puṇḍarīka, filling every body of water entirely,
its flowers each distinct and different, all manifesting light, never exhausted or ceasing.
Every adornment that exists across the three periods of time is manifest entirely within the maṇi's own fruit,
its very nature unborn and ungraspable — such is the Tathāgata's own sovereign power.
Within every adornment of this ground, the Tathāgata's own vast body is manifest entirely,
and yet it neither comes nor goes — through the Buddha's power of vow in ages past, all is made to be seen.
Within each and every mote of dust of this ground, every buddha's child cultivates the path,
each beholding the land of the future they have been foretold, entirely pure according to their own delight."
The closing stanza turns from cosmology to prophecy in a single line: within each mote of dust of this jeweled land, "every buddha's child cultivates the path, each beholding the land of the future they have been foretold." What began as a description of geography — oceans, rivers, the land between them — ends by locating the reader's own future awakening within that same geography. Chengguan's commentary frequently makes this move explicit: the Flower-Treasury World-System is not merely Vairocana's world to be admired from outside, but the very ground practitioners are already standing on, prophecy and place folded into one.
Part 19 Complete
This closes Part 19, continuing fascicle eight and the sūtra's fifth chapter, "The Flower-Treasury World-System" (華藏世界品第五): the ineffable fragrant water oceans that fill the ground already described, the rivers that circle each of them, and the jeweled land lying between those rivers, each with Samantabhadra's teaching in prose followed by a verse. Part 20 turns to a summary statement on this whole world-ocean's inconceivable adornment, and begins the sūtra's account of world-seeds (世界種) — the still-larger structures each fragrant water ocean's central lotus supports.
