Fourteen Faculties of Samantabhadra
The litany turns to the bodhisattva's own faculties — fourteen named in sequence, from the keen and sharp to the pure and unobstructed — before listing ten kinds of spiritual power, from filling every buddha-land with a single body to arranging inexpressible worlds within a single pore. The stretch closes with an image the sūtra will return to often: every land, without exception, contained within the measure of a single hair-tip.
From Sharp Faculties to a Single Hair-Tip
The list of fourteen faculties reads almost like a catalogue of capacities for practice itself — keenness, compliance, sovereignty, inexhaustibility — before the passage turns outward to spiritual power exercised at cosmic scale, and then, in its final image, inward again to the smallest unit imaginable: a single hair-tip, within which every inexpressible land throughout the whole of empty space is made entirely visible.
以無著無縛解脫心,勤修普賢諸根行願,得聰利根、調順根、一切法自在根、無盡根、勤修一切善根根、一切佛境界平等根、授一切菩薩不退轉記大精進根、了知一切佛法金剛界根、一切如來智慧光照金剛焰根、分別一切諸根自在根、安立無量眾生於一切智根、無邊廣大根、一切圓滿根、清淨無礙根。以無著無縛解脫心,修普賢行,得一切菩薩神力,所謂:無量廣大力神力、無量自在智神力、不動其身普現一切佛剎神力、無礙不斷自在神力、普攝一切佛剎置於一處神力、一身遍滿一切佛剎神力、無礙解脫遊戲神力、無所作一念自在神力、住無性無依神力、一毛孔中次第安立不可說世界遍遊法界諸佛道場示諸眾生皆令得入大智慧門神力。以無著無縛解脫心,入普賢門,生菩薩行,以自在智,於一念頃普入無量諸佛國土,一身容受無量佛剎,獲能嚴淨佛國土智,恒以智慧觀見無邊諸佛國土,永不發起二乘之心。以無著無縛解脫心,修普賢方便行,入智慧境界,生如來家,住菩薩道,具足不可說不可說無量不思議殊勝心,行無量願未曾休息,了知三世一切法界。以無著無縛解脫心,成就普賢清淨法門,於一毛端量處悉包容盡虛空遍法界不可說不可說一切國土,皆使明見;如一毛端量處,遍法界、虛空界一一毛端量處悉亦如是。
With a mind of non-attachment, non-bondage, and liberation, he diligently cultivates Samantabhadra's own faculties, vows, and practices, attaining a keen and sharp faculty, a tamed and compliant faculty, a faculty sovereign over every dharma, an inexhaustible faculty, a faculty of diligently cultivating every wholesome root, a faculty equal to the domain of every buddha, a faculty of great diligence that confers upon every bodhisattva the prophecy of never regressing, a faculty of knowing the vajra realm of every buddha-dharma, a faculty of the vajra flame illuminated by the wisdom-light of every Tathāgata, a faculty sovereign in discerning every faculty, a faculty that establishes immeasurable sentient beings in all-wisdom, a boundless and vast faculty, an entirely perfected faculty, and a pure, unobstructed faculty. With a mind of non-attachment, non-bondage, and liberation, he cultivates Samantabhadra's own practice, attaining every bodhisattva's own spiritual power, namely: the spiritual power of immeasurable, vast strength; the spiritual power of immeasurable, sovereign wisdom; the spiritual power of manifesting himself throughout every buddha-land without moving his body; the spiritual power of unobstructed, unceasing sovereignty; the spiritual power of universally gathering every buddha-land and placing it within a single place; the spiritual power of a single body filling every buddha-land entirely; the spiritual power of unobstructed, liberated play; the spiritual power of sovereignty within a single thought that does nothing at all; the spiritual power of abiding without any nature and without any reliance; and the spiritual power, within a single pore, of arranging inexpressible worlds in sequence, journeying throughout the bodhimaṇḍa of every buddha in the Dharma-realm, manifesting to sentient beings so that they may all enter the gateway of great wisdom. With a mind of non-attachment, non-bondage, and liberation, he enters Samantabhadra's own gateway, giving rise to the practice of a bodhisattva, and with sovereign wisdom, within a single thought, universally enters immeasurable buddha-lands, a single body receiving and containing immeasurable buddha-lands, attaining the wisdom able to adorn and purify buddha-lands, forever beholding boundless buddha-lands with wisdom, never once giving rise to the mind of the two lesser vehicles. With a mind of non-attachment, non-bondage, and liberation, he cultivates Samantabhadra's own skillful practice, entering the domain of wisdom, being born into the household of the Tathāgata, abiding on the path of a bodhisattva, fully possessing inexpressible, inexpressible, immeasurable, inconceivable, and supreme minds, practicing immeasurable vows without ever resting, fully comprehending the entire Dharma-realm throughout the three times. With a mind of non-attachment, non-bondage, and liberation, he accomplishes Samantabhadra's own pure Dharma-gateway, within the measure of a single hair-tip entirely containing every inexpressible, inexpressible land throughout the whole of empty space and the entire Dharma-realm, causing them all to be seen clearly; and just as within the measure of that single hair-tip, so too is it within every single hair-tip's measure throughout the entire Dharma-realm and realm of empty space.
"Never once giving rise to the mind of the two lesser vehicles" is a rare explicit contrast in this litany, naming what the bodhisattva's vast capacity is not aimed toward — the personal liberation sought by the śrāvaka and pratyekabuddha paths. Everything described here, from fourteen faculties to spiritual power spanning every land, serves a single aim the passage takes care to distinguish from lesser goals.

Chapter 25 continues in Part 361 as the bodhisattva's own profound mind manifests, within a single thought, the mental states of a single sentient being across inexpressible kalpas — and then extends that same manifestation to the mental states of every sentient being alike.
