Turning the Never-Regressing Wheel of the Dharma

A new set of vows, each opening "wishing to," moves from mastering an inexpressible ocean of the Dharma to according with the eloquence of every buddha throughout the three times, before naming every kind of buddha-land at once — inverted or upright, coarse or subtle, broad or narrow, defiled or pure — as the place where the equal, never-regressing wheel of the Dharma must be forever turned.

An Inexpressible Ocean of the Dharma

Fourteen vows, each opening "wishing to" or "dedicating for the sake of," move from mastering the Dharma's own inexpressible ocean, through reverence for every buddha, to a mind of great compassion that never regresses — before naming every conceivable kind of buddha-land, and closing on delighting in every wholesome thing and expounding the Dharma until every sentient being rejoices.

「佛子!菩薩摩訶薩以諸善根普為一切眾生如是迴向已,復以此善根,欲普圓滿演說一切清淨行法力故迴向;欲成就清淨行威力,得不可說不可說法海故迴向;欲於一一法海,具足無量等法界清淨智光明故迴向;欲開示演說一切法差別句義故迴向;欲成就無邊廣大一切法光明三昧故迴向;欲隨順三世諸佛辯才故迴向;欲成就去、來、現在一切佛自在身故迴向;為尊重一切佛可愛樂無障礙法故迴向;為滿足大悲心,救護一切眾生常無退轉故迴向;欲成就不思議差別法、無障礙智,心無垢染,諸根清淨,普入一切眾會道場故迴向;欲於一切若覆若仰、若麁若細、若廣若狹、小大染淨,如是等諸佛國土,常轉平等不退法輪故迴向;欲於念念中得無所畏、無有窮盡種種辯才妙法光明開示演說故迴向;為樂求眾善,發心修習,諸根轉勝,獲一切法大神通智,盡能了知一切諸法故迴向;欲於一切眾會道場親近供養,為一切眾生演一切法咸令歡喜故迴向。

Ru-Yi Translation

"Child of the Buddha! Having thus universally dedicated every wholesome root for the sake of every sentient being, this bodhisattva mahāsattva further dedicates these wholesome roots, wishing to universally and fully expound the power of every pure practice's own Dharma; wishing to accomplish the majestic power of pure practice, attaining an inexpressible, inexpressible ocean of the Dharma; wishing, within each and every ocean of the Dharma, to be fully endowed with the immeasurable, pure light of wisdom equal to the dharma-realm; wishing to open up and expound the distinct meaning of the words of every dharma; wishing to accomplish the boundless, vast samādhi of the light of every dharma; wishing to accord with the eloquence of every buddha throughout the three times; wishing to accomplish the sovereign body of every buddha, past, future, and present; dedicating out of reverence for every buddha's own lovable, unobstructed Dharma; dedicating for the sake of fulfilling a mind of great compassion, rescuing and protecting every sentient being, forever without regression; wishing to accomplish inconceivable, distinct dharmas and unobstructed wisdom, the mind free of defilement, every faculty pure, universally entering every assembly at the seat of enlightenment; wishing, throughout every buddha-land such as these — whether inverted or upright, whether coarse or subtle, whether broad or narrow, small or great, defiled or pure — to forever turn the equal, never-regressing wheel of the Dharma; wishing, within thought after thought, to attain fearlessness, and to open up and expound the wondrous light of the Dharma with every kind of inexhaustible eloquence; dedicating for the sake of delighting in seeking every wholesome thing, giving rise to the mind and cultivating practice, every faculty growing ever more supreme, attaining the great spiritual power and wisdom of every dharma, entirely able to fully comprehend every dharma; and wishing to draw near and make offerings at every assembly of the seat of enlightenment, expounding every dharma for the sake of every sentient being, causing them all to rejoice.

Reading note — Ru-Yi Meditation Center

"Whether inverted or upright, whether coarse or subtle, whether broad or narrow, small or great, defiled or pure" refuses to privilege any single kind of buddha-land as the proper site for the Dharma wheel's turning — even lands that would ordinarily be judged inferior, coarse, or defiled receive the very same never-regressing wheel as the most refined and pure among them.

This continues the tenth dedication's prose section. Chapter 25 continues in Part 391 as the bodhisattva mahāsattva dedicates by abiding in the dharma-realm's own immeasurable equality — equality of bodily, verbal, and mental karma, equality of form, sensation, perception, mental formation, and consciousness, and equality of what is inward and what is outward.
