The Tathāgata's Own Storm of Dharma
Matching Sāgara's storm point for point, the tathāgata spreads ten kinds of cloud-bodies across the dharma-realm, flashes ten named lights of lightning, sounds nine distinct samādhi thunderclaps — and before a single drop of dharma-rain falls, displays one final auspicious sign, a wind-wheel of great compassion that brings every bodhisattva and every sentient being to a state of coolness and ease.
Ten Cloud-Bodies, Ten Lights, Nine Thunders
The tathāgata's storm unfolds in exactly Sāgara's order — clouds first, then lightning, then thunder — but where the nāga's clouds were colors, the tathāgata's are ten different kinds of body, and one final sign of coolness precedes the rain that the next Part will finally describe.
佛子！如來、應、正等覺無上法王亦復如是，欲以正法教化眾生，先布身雲彌覆法界，隨其樂欲為現不同。所謂：或為眾生現生身雲，或為眾生現化身雲，或為眾生現力持身雲，或為眾生現色身雲，或為眾生現相好身雲，或為眾生現福德身雲，或為眾生現智慧身雲，或為眾生現諸力不可壞身雲，或為眾生現無畏身雲，或為眾生現法界身雲。佛子！如來以如是等無量身雲，普覆十方一切世界，隨諸眾生所樂，各別示現種種光明電光。所謂：或為眾生現光明電光，名：無所不至；或為眾生現光明電光，名：無邊光明；或為眾生現光明電光，名：入佛祕密法；或為眾生現光明電光，名：影現光明；或為眾生現光明電光，名：光明照耀；或為眾生現光明電光，名：入無盡陀羅尼門；或為眾生現光明電光，名：正念不亂；或為眾生現光明電光，名：究竟不壞；或為眾生現光明電光，名：順入諸趣；或為眾生現光明電光，名：滿一切願皆令歡喜。
"Sons of the Buddha! The tathāgata, the worthy one, the perfectly and fully awakened one, the unsurpassed king of dharma, is likewise just the same: wishing to teach and transform sentient beings with the true dharma, he first spreads clouds of body across the entire dharma-realm, displaying them differently according to each one's own delight. Namely: for some sentient beings he displays a cloud of his birth-body; for some he displays a cloud of his transformation-body; for some he displays a cloud of his power-sustained body; for some he displays a cloud of his form-body; for some he displays a cloud of his body of excellent marks; for some he displays a cloud of his body of merit; for some he displays a cloud of his body of wisdom; for some he displays a cloud of his body whose every power cannot be destroyed; for some he displays a cloud of his fearless body; and for some he displays a cloud of his dharma-realm body. Sons of the Buddha! Through measureless clouds of body such as these, the tathāgata universally covers every world of the ten directions, and, according to what each sentient being delights in, displays every manner of light and lightning distinctly. Namely: for some sentient beings he displays light and lightning named Reaching Everywhere Without Exception; for some, light and lightning named Boundless Light; for some, light and lightning named Entering the Secret Dharma of Every Buddha; for some, light and lightning named Reflected Light Appearing; for some, light and lightning named Light Shining Brightly; for some, light and lightning named Entering the Inexhaustible Gate of Dhāraṇī; for some, light and lightning named Right Mindfulness Undisturbed; for some, light and lightning named Ultimately Indestructible; for some, light and lightning named Entering in Accord with Every Destiny; and for some, light and lightning named Fulfilling Every Wish and Causing All to Rejoice.
佛子！如來、應、正等覺現如是等無量光明電光已，復隨眾生心之所樂，出生無量三昧雷聲。所謂：善覺智三昧雷聲、明盛離垢海三昧雷聲、一切法自在三昧雷聲、金剛輪三昧雷聲、須彌山幢三昧雷聲、海印三昧雷聲、日燈三昧雷聲、無盡藏三昧雷聲、不壞解脫力三昧雷聲。佛子！如來身雲中出如是等無量差別三昧雷聲已，將降法雨，先現瑞相開悟眾生。所謂：從無障礙大慈悲心，現於如來大智風輪，名：能令一切眾生生不思議歡喜適悅。此相現已，一切菩薩及諸眾生，身之與心皆得清涼。
Sons of the Buddha! The tathāgata, the worthy one, the perfectly and fully awakened one, having displayed measureless light and lightning such as these, further gives rise to measureless thunderclaps of samādhi according to what each sentient being's own mind delights in. Namely: the thunderclap of the samādhi of well-awakened wisdom, the thunderclap of the samādhi of the bright, blazing ocean free of defilement, the thunderclap of the samādhi of sovereignty over every dharma, the thunderclap of the samādhi of the vajra wheel, the thunderclap of the samādhi of the banner of Sumeru, the thunderclap of the ocean-seal samādhi, the thunderclap of the samādhi of the sun-lamp, the thunderclap of the samādhi of the inexhaustible treasury, and the thunderclap of the samādhi of the indestructible power of liberation. Sons of the Buddha! Having emitted measureless, distinct thunderclaps of samādhi such as these from the clouds of his own body, the tathāgata, about to send down the rain of dharma, first displays an auspicious sign to awaken sentient beings. Namely: from an unobstructed mind of great loving-kindness and compassion, he displays the tathāgata's own great wind-wheel of wisdom, named the one able to cause every sentient being to give rise to inconceivable joy and delight. Once this sign has been displayed, every bodhisattva and every sentient being has their body and mind alike brought to coolness and ease.
從無障礙大慈悲心，現於如來大智風輪 — from an unobstructed mind of great loving-kindness and compassion, he displays the tathāgata's own great wind-wheel of wisdom. Unlike Sāgara's storm, whose cooling wind arose after the thunder and before the rain simply as a natural stage of weather, the tathāgata's equivalent wind is given an explicit source — great loving-kindness and compassion — turning what was, in the nāga's case, an unremarked meteorological sequence into, in the tathāgata's case, a deliberate act of preparation grounded in a named motive.
